Amendment about bank card to 11 years of age collects opinion

The Bank of Vietnam released an amendment on bank activities to get public opinions in a bid to promote payment via cards.

The Bank of Vietnam released an amendment on bank activities to get public opinions in a bid to promote payment via cards.

Primary cardholders who are 18 years old up can decide who will be the supplementary cardholder. The supplementary cardholders are from 11 below 15. Primary cardholders have to write a document agreeing that the supplementary cardholders to use the card.

In the document, primary cardholders promise to pay all payment obligations arising from the use of the card as well as obey all regulations of the issuance bank.

However, the issuance of the card for the supplementary cardholder will be considered by Governor of the State Bank of Vietnam.

The amendment draft also regulated that bank issuance are not allowed to collect fee from paying services or buying commodities.
