According to the National Center for Hydrology Meteorology Forecasting, the ninth tropical storm turned northeastward and was located around 260 kilometers north far from the Paracel Islands with typhoon-forced winds of levels 9-11.

The Standing Office of the National Steering Committee for Natural Disaster Prevention and Control this morning sent an official letter to its sub-divisions in the provinces from Quang Ninh to Kien Giang asking them not to be entirely inattentive with powerful storm Rai. 

Through Sunday morning and afternoon, powerful storm Rai bringing rains, hurricane-force wind and big waves of three to five meters has crashed on the shoreline of Binh Dinh and Phu Yen provinces.
