People’s Committee in Ho Chi Minh City has issued a decree regulating that schools can run additional tuition for extra courses but it does not affect official curriculum set by the Ministry of Education and Training.
Such extra classes are not allowed to run on Sundays, holidays. Students will be allowed to take no more than six extra classes per week for a subject.
Teachers who run the supplementary classes upon on the students’ personal wishes and parents’ demands are exempted from permit but they have to report to head master and people’s committees in districts or wards.
People’s committees in districts are responsible for managing and inspecting these private tutoring classes. Departments of education and training will grant permits for these supplementary classes while bureaus will give permits of opening extra classes in schools.
Weak pupils should not pay additional tuition for extra courses, including those offered during the summer holiday.
