Deputy PM Nhan met online with ministers, sectors and representatives from 63 provinces and cities, asking them to make their own human resource development plans for the 2011-2015 period; and also plans that look ahead towards 2020.

At the meeting, many opinions were offered that in the past, the task of preparing human resources for national projects was not carried out properly and the training provided by the education sector failed to meet societal needs.

Deputy PM Nhan also asked ministers, sectors and localities to establish a steering committee to plan the development of their human resources, as well as oversee the work.

Nhan called for the implementation of a pilot scheme in seven provinces and five sectors before large-scale application of the program.

The seven provinces are Bac Ninh, Lao Cai, Thanh Hoa, Da Nang, Dak Lak, Dong Nai and Hau Giang. The five sectors are banking and finance, healthcare, education and training, and tourism and media.

The deputy PM asked localities to complete their plans during next three months. The government ministries, sectors and localities will submit their own projects to the central agency in November.
